If you want to make your bath tub water a few inches deeper, undo the cleanout cover, turn it 180 degrees, and tighten it back up again with a phillips head screw driver. Makes the bath water 2 to 3 inches deeper (I can get my shoulders under water that way).You can use a thin bead of silicone caulk around the edge of the cleanout cover, to make it water-tight, but it is not 100% necessary. Only a small trickle will seep around the edges.
